Questions about honor killings

Salam Alaykum,

I want to know, when it comes to metting out punishments, how can these be done according to Islamic law since the male family members of the victim are the one's who are involved in this act, so they would most certainly forgive the murderer nd withold the hadd punishment. Even if they were not involved, then the fact that their shame has been reduced due to the killing of this female victim would probably make them more than likely to forgive the killer. Finally, if the killer was the father of this girl, then there is the issue that most of the male family members would be fine with this killing, plus the fact that a father cannot be killed for the murder of his children.

So how would a fully Islamic country go about this issue, since the general wisdom (that a victim's family would seek justice for the death of one of their own) is not applicable in this case?

Wa-`alaykum salam wa-rahmatullah

Why would you assume that male family members who did not conspire or were otherwise involved in such act, would side with the family member committing the murder? And even be simply fine with it? I don't think a decent person is fine with their male family members getting away with everything just like that, and there is a large gap between preventing the guilty family member from being punished and being fine with it. Due to social pressure to conform to standards set by others. In any case, from what I understand (and the members please correct me if I am wrong), only one of the male relatives from the father's side of the murdered victim has to object to capital punishment being given, and then such a punishment will not be metted out.

If the whole structure of the male mindset in some areas is such that the female who goes out of the house unattended or who talks to a ghayr mahram can be killed, then obviously many of the male family members of such a murdered female victim will be fine with her death. So that is why I am asking as to what are the guidelines that the 'Ulama have talked about not just to say that honor killing is wrong, but also to effectively punish those who carry it out.
